About the Company

Established in October of 2000, Johnson and Associates is a consulting firm comprised of a select group of management and training professionals located throughout the state of Wyoming.  Ernie Johnson, owner and founder of janda consulting,  started the business after working in public service in Wyoming for more than 34 years.   This experience has allowed Mr. Johnson to identify and recruit key personnel in the state who have the necessary credentials, experience and established reputations in their fields of expertise.  All associates have been carefully selected by the owner and are highly regarded as true professionals by their peers.

Ernie Johnson serves as Director of Services for all projects under contract.  He is the primary point of contact for all business dealings and personally assigns all associate personnel.

About the Owner

Ernie Johnson
earned a Master's Degree in Public Administration and has extensive experience working with executives in achieving excellence, managing and implementing change, increasing agency
effectiveness and maximizing program efficiency.

Mr. Johnson has over twenty-four years experience as an administrator of a state agency with direct responsibility for budget development and administration, planning, organizing, directing, staffing and program services delivery. 

Mr. Johnson was a police officer for the city of Casper, Wyoming for
ten years, serving in a variety of progressive capacities.  He was the Director of the Wyoming Law Enforcement Academy for 23 years and the Executive Director for the Wyoming Peace Officers Standards and Training Commission for three and one-half years - he was also a governor-appointed member of this Commission for 18 years.  He is a graduate of the F.B.I. National Academy in Quantico, Virginia.

Mr. Johnson currently teaches in the Criminal Justice Department for the University of Wyoming.  He has been a faculty member of the Criminal Justice Department since fall of 2000.
 
In addition, Mr. Johnson has:
  • conducted in-depth management studies for agencies in Wyoming, as well as agencies in New Hampshire and Massachusetts.  These studies assessed the delivery of program services by agencies with statewide responsibilities with a focus towards increasing organizational efficiency and improving agency credibility. Copies of these studies are available for review.
  • more than thirty-five years of experience in researching, writing and administering a wide variety of federal and state grants.  Grants involved in excess of several million dollars for a wide variety of purposes: personnel, equipment, training, research, as well as providing services with targeted priorities.
  • extensive experience in researching, developing and implementing a wide range of projects.  These projects varied in scope and duration and many required the involvement of multiple agencies and personnel throughout the state.  Many of these projects also involved the enactment of state legislation.
  • conducted feasibility studies mandated by the Wyoming Legislature and for local governmental entities.  Copies of some of these studies are available for review. 
  • over thirty-five years experience as a trainer and training administratorHe has established credibility as an effective trainer on a wide array of topic areas - the last twenty-five years focusing and lecturing nationwide on supervision and management issues.
  • provided a forty-hour training course to the command staff of the Lithuania National Police on "The Office of Professional Responsibility; and an eighty-hour course to investigators and prosecutors in Lithuania on "Sex Crimes Investigation."

Lori Emmert
recently retired as the Chief of Police of the Douglas Police Department.  Ms. Emmert has 27 years of exp
erience in law enforcement, beginning her career in Dispatch in 1980.  She worked her way through the ranks and was appointed Chief of Police in 2003.  


Ms. Emmert has been a Guest Instructor for the Wyoming Law Enforcement Academy for twenty years on the following subject areas:  Ethics, Communications Radio/Telephone procedures, Liability Updates.  Chief Emmert is currently the Secretary/Treasurer for the Wyoming Association of Sheriffs and Chiefs of Police.


Ms. Emmert received her Associate of Arts Degree from Eastern Wyoming College in 1998 and graduated from the FBI National Academy in 2006.

Ms. Emmert has worked with Johnson and Associates as an associate for four years.


Her areas of expertise include: Leadership Development, Strategic Planning, Event/Grant Coordination and Management, and Emergency Communications Assessments.

Mike Grinstead has an Associates Degree in Police Science and vast experience working with police officers within multiple disciplines including management, mid- management, supervision, communications, criminal investigators, trainers, patrol and detention.

Mr. Grinstead was a police officer for the city of Casper, Wyoming for ten years, serving in a variety of progressive patrol capacities - the last assignment as Traffic Sergeant.Mr. Grinstead has 30 years experience as the Deputy Director of a state agency with direct responsibility for the daily pace and direction of services, setting standards for the delivery of services and human resources to include: hiring, training and retaining personnel.  Mr. Grinstead often testified before legislature committees for budget development and administration, planning, organizing, directing, staffing, construction management and program services delivery. 

Mr. Grinstead taught specialized areas of the Wyoming Peace Officer, Communications Personnel and Detention Officer Basic Curriculum at the Wyoming Law Enforcement Academy.  Mr. Grinstead’s specialized in training in the area of emergency vehicle operations for over 25 years.  Mr. Grinstead lectured in the classroom, utilized driving simulators and conducted hands-on training of students from basic accident reduction principles to advanced techniques of pursuit tactics on the driving course.  Mr. Grintead was selected as one of a core group of people in the nation assembled by the FBI at Quantico, Virginia that ultimately resulted in the first national standardized police curricula for emergency vehicle operations developed by ALERT INTERNATIONAL.  This training standard has been updated and exists yet today as the gold standard for police training in the nation.
Mr. Grinstead has testified in Federal District Court as an expert witness regarding third party deaths resulting from police pursuits.

Chuck Bayne has over 23 years of experience in law enforcement, supervision and training. Chuck brings unique experiences and training with him having served in city, county and state government.  Mr. Bayne currently is the Deputy Director of the Wyoming Law Enforcement Academy.

Mr. Bayne has been an associate with Johnson and Associates for seven years providing investigative, training and website support services for our clients.  He currently provides IT support for The Wyoming First Lady's Initiative to Reduce Childhood Drinking - http:/wfli.org. 


Mr. Bayne also specializes in developing multi-media programs and initiatives. With Mr. Bayne's years of experience in developing video programs, multi-media presentations, designing and implementing technology in training environments, website design and management,  our company can bring a well-rounded and multifaceted assortment of media services to our clients.

Erin Maggard currently works as the Senior Programmer Analyst for the University of Wyoming Outreach School.  Mrs. Maggard also worked at the University of Memphis and owned her own web design and programming business in Memphis for two years before coming to Wyoming.  Mrs. Maggard has worked as an associate with Johnson and Associates for six years.

Mrs. Maggard is currently working on several Johnson and Associates projects requiring expertise in database development and management.  She is currently managing the databases for Wyoming Communities in Action and Evaluation of Alcohol Factors in Custodial Arrests 2009-2010.  She also managed the databases for Evaluation of Alcohol Factors in Custodial Arrests 2005 through 2009, the database of Citizen Survey Responses- Cody Police Department Management Study, and assisted in the analysis of compiled statistics for the recently published reports: Alcohol and Crime in Wyoming: 2006 - 2008 and Alcohol and Crime in Wyoming: 2009-2010.

Janice Lampert retired from her position of Administrative Services Director/Treasurer for the City of Douglas in July 2010.  Ms. Lampert worked for the City for more than 18 years and was responsible for management and supervision of the day to day operations of the City’s human resources, risk management, investments, and finance department including fund accounting processes, utility billing, payroll, asset management, internal controls, municipal utility rate analysis, and also served as assistant to the City Administrator.  Ms. Lampert worked for more than 15 years in the banking/savings & loan industry prior to her employment in municipal government.

Ms. Lampert attended Chadron State College and the University of Wyoming majoring in Business Administration.  In 2005 Ms Lampert attained certification as a Municipal Clerk from the International Institute of Municipal Clerk’s  Association.

 

Ms. Lampert has served on numerous committees with the most recent being through the Wyoming Association of Municipalities including Legislative Services and the Clerk’s & Treasurer’s Board of Directors, and as a trustee of

 the Wyoming Government Investment Fund.

Susan Johnson
is a digital/graphic designer based out of Thornton, CO.  Realizing early on that she had a knac
k for the many aspects of design, she decided to use the internet as her educational resource by taking online tutorials and reading various pieces about design.  

Susan has been a freelance artist for approximately 4 years working on many projects for Johnson & Associates, along with other clients in her local area.  She also enjoys working as a volunteer graphic artist for her favorite charity – The Ronald McDonald House. 


Mrs. Johnson's areas of expertise include logo/branding, brochures, booklets, pamphlets, newsletters, menu work and more.  Susan is a graduate of the Art Institute of Pittsburgh (Online Division) with a Diploma of Digital Design.  She is attending Metro State College of Denver to complete her Bachelor’s Degree in Individualized Degree Program Studies in  Design.

Jeff Johnson is a native of Wyoming and has lived in Colorado since 1999.  Jeff studied Marketing at the University of Wyoming and Communications at the University of Colorado at Denver.  After spending eight years working in the Telecom industry in Corporate Relations in a management role, Mr. Johnson has spent the last five years working in advertising and sports marketing for the Denver Broncos, Colorado Rockies and CU Football on Colorado’s largest radio station, 850 KOA.  He has worked with some of the largest advertising agencies and clients in the country and has a proven record for bringing his clients marked results through branding, direct response and revenue growth.


In January 2009, Mr. Johnson opened a full service advertising agency - Double J Media.  Double J Media offers a full array of services which include: Media Planning, Media Buying, Media Auditing, Marketing Consulting and Creative Packaging.  Mr. Johnson’s expertise in radio, television, newspaper, internet, billboards and direct mail assures that clients achieve their message and revenue goals.   His agency currently has a growing stable of clients throughout the country. 


Double J Media is on board with Johnson and Associates to provide media planning, media buying and marketing consulting assistance on projects.
